Some teams dont include subs in match squad when Restrictions are in place

Havent seen any other threads on this.

In a version of the database i edited i put a rule in the scottish cup that made teams include 8 U-23 players in their match squad, however some teams only have one player on the bench (a U-23 year old goalkeeper) but no other subs.

I recently played a cup final against dundee united and this happened, so i went back to a save before the match started, and i could select players from the reserves/u-19s so there is no reason they couldnt have a full complement of subs.

it doesnt make sense..............unless they were very small teams with no youth acadamey etc????
