Created nation flag colour error

Hello. I've just created Cornwall and imported their flag into FM. I have followed all of the guides provided in these forums and seem to have done everything right. The only problem is the flag, both large and small, show as this:

What the hell did I do wrong? Any suggestions? Maybe the original flag being only black and white screwed something up?

What program have you used to create your image in, and what format did you save it in? For best results you need to use a program that can handle transparent files and save the image as a png file.
