Problem with adding russian third leage

I added Russian leagues down to level four. That is Russian third league as lowest.

When the game updates for the second playing season, the game shuffles the game and will throw in a few premier league clubs in division three. That is the clubs first team plays both in premier league and third league!

The third division have between 10-19 clubs in each subdivision so not a fixed number. This screwed the game up so I have locked all subdivision to 18 clubs and added these.

Playing in two division will happen to the Russian teams with highest reputation.

I thought this was because there were too few Russian team to promote, but there are over 300 clubs loaded in the Russian lower league.

Tried reducing the third division to ten clubs but it had no effect.

If I remove all relegation places in division three this will no longer occur.

Why does this happen, can it be fixed without removing relegation?
