Can't manage Germany?

I'm trying to get my brother-in-law in to the game and he's a big Germany fan so I figured that a good place to start him would be with the German national team.

I set him up a new game and went to pick Germany as his team to manage....and it's not available.

There are tons of other national teams he can manage...but not Germany.

Is this supposed to happen or did we screw something up?

For licensing reasons germany are not in the game unfortunately.
