Adding New Divisions

Could any one tell me how you add a new devision bellow the ones in the game, activated English Regional Premier Divisions and want to add the feeder leagues to these. New to editing so help would be great

I know it isn't an answer to your question, but are you aware that there allready are some fabulous mods for the English leagues on these forums?

(Uncle Ron and Super Bladesman both have created some excellent mods.)
