Is this possible (Regional Divisions)

I'm not sure if this is possible and I have never tried making regional divisions before neither. I wan't to make a regional divisions where the number of promotions is depending on how many teams from the divisions gets relegated from that specific region.

1. Division A (20 teams from all local regions) - 3 religation places.

2. Division B - 12 groups (regional) - 3 promotions depending on which teams get relegated.

For instance if a team from the local region 'South' gets relegated form division A, the winner of the regional Division B South gets promoted. If 3 clubs from local region 'West' gets relegated from Division A, 3 teams from division B West gets promoted.
