Some might call it cheating but in reality there's nothing in the FIFA rulebook barring multiple keepers during a penalty shootout. In any case 9 keepers is actually the maximum the game allows for some reason. Well unfortunately it means you gotta use some outfield players as keepers. I still think it's better than having only 1 good keeper though. And yes, it definitely works.
