I think the league your in does have a small effect as well. However the average of your squad is 3* so to have a 5* player he would have to be significantly better than the bulk of your squad. Imagine you had 10 players all with a Current ability of 100 - they would all have 3 stars because they are all average for your team. I.e if you're a smaller/lower team in the league you won't have many/any 5 star players as there are better out there in the league.
