Trouble with staff contract offers?

I began a new game and am having nothing but trouble signing staff. Staff is accepting a contract offer then after accepting it, the next day they 'snub' or 'reject' the contract they had agreed to. I've never seen this before, if they accept the contract that is usually guaranteed for them to join, barring finances, yet now 75% of my staff offers have come back denied.

SI in all their wisdom decided to revert back to the hated system of imposing staff limits for each staff type rather than number of coaches in general. Now this problem combined with it and I'm having more pre-season frustration than I can remember.

Merry Xmas patch indeed, I haven't received an Xmas present I hated this much since Grandmother's handmade sock caps from when I was a kid.
