I had it recently from a Chelsea player I was trying to sign who wanted to leave, I think it was Essien. He was unsettled so his price was decent. You'll usually get this message if before this you get a "so-and-so looking for speedy resolution" message (which you have). But like said, it doesnt mean you'll necessarily get the player any cheaper because its not the club who's offered the player to you but the players agent.
