Continental League creation problem

I am currently trying to make a Champions League with only the winners from each of Europes leagues. 52 of them. the format is similar to the Champions League. 40 teams enter the qualifying round. Then 12 teams enter at the group stage. So the 12 teams are entered as seeding 1 the rest seeding 2.

then when i test the rules is says 'Qualification system uses competition LIGA BBVA but does not contain any rules for it.'

I am a little confused as told the Db to pick the last winners from each league. this is probably a very common problem but couldnt find anything relating to it.
