Transfer Window heritage

I added lower divisions to the Argentina league and the transfer window dates on them are the same that on the upper leagues, what is fine.

My problem is that in the Chilean league, when i do the same thing this transfer window doesn't replicate, and it doesn't exist, and i cannot add it to the lower leagues.

Somebody knows what is the different code in the xml for example? or what might solve the problem? or how to activate the transfer window option in the rules editor?
