how to change national rules for some leagues?

Hi,

how can I activate a new second league? I am using the editor and created 2 third leagues, but I can't find the national rule options. Because, in the normal game the bottom 2 teams relagate to "third league" which is a gruop of 60 clubs, where the AI chose which two clubs will go next year in the second division. Now I created 2 third league, and want to tell the database to drop the clubs in this league, and from this league the four bottom club will relagate in this group of clubs and the AI can choose which new 4 come in.

i only have data editor of fm 13, do i need some special editor to do this? because in fm 12 you could do this changes. Even the price money for league competition, I would change that too.
