I understand your pain, I signed a can't-miss prospect from Brazil only to be told after I finalized the contract that Brazil doesn't let their youth prospects leave until they're 19, so he's almost 2 years away from joining my team. Anyway, nations counted as EU in France are all European nations except Serbia, B&H and Montenegro. Also, almost all French ex-colonies are EU so that leaves only players from South America as foreigners.
