You can play them as well up until a certain date. I'm not sure about other countries either but in my save right now in France the squad registration cut-off point is the beginning of February. So I can have 6 Non EU players in my first team squad but every match I play can only have a max of 4 registered. I just have to manually add and remove the 2 players who won't play in each match.
