Very many countries have an effective tax rate of 0% for corporations and high-worth individuals. The players in game look at there after-tax salary, which is perfectly logical. What would be needed is for some, particularly older, players to be willing to go to unappealing countries to play for a bad club in a low-reputation league if they happened to offer loads and loads of money.
