To offer a new contract to a player that you already signed to your team - click on the player, in the top right corner is the "Actions" button, click on that and choose "offer new contract". This option only shows up if the player is in the final year of his current contract.

When a player is on the block, it means the trading block. Basically a team is looking to trade that player. Typically a player that is on the block can be had for cheaper than a player that isn't on the block. To put one of your players on the block, once again click on the player then click on the "actions" button. Choose "set players status" and for his market status choose "available (no reason) or available due to financial reasons. I believe if you choose "financial reasons" teams will be more likely to offer you draft picks, player rights or players with smaller contracts.
