MLS: how boosting the international transfers ?

There is a recurrent problem with the MLS: after a couple of years, the number of players under International status decreases dramatically. The result is obvious: the level decreases consequently, as an average Brasilian player is better than an average US or Canadian.

To solve it, I have tried to boost the transfers with other countries (Continents in fact: especially Europe and South America). I think it is slightly better at the beginning, but the result after years looks the same.

I have tried to improve the knowledge of American/Canadian staff for several countries, and I am not sure, once in 2020, that it is better. Slightly maybe.

What can I do to improve it ? When a create a classic league in the USA instead of the MLS, teams buy foreign players, but if I keep the MLS it looks difficult...

Any idea ?

I really hope MLS will be better in the 2016, because the 2015 opus is very disappointing. Squad bilduing is far weaker than on the previous opus I had (2013).
