Adding lower league best place team to the Malaysia FA Cup if cup winner already qualified

I have a problem, I have created Malaysia's lower leagues and cups. I tried to add the best place team to Malaysia FA Cup competition if the lower league cup winner already qualified to Malaysia FA Cup through promotion to higher league but so far failed. Can anyone help me? Thanks.
