stevedavis
Hello, I pre-order purchased Football Manager 2016 via Steam, using PayPal. I received a message saying that the transaction was unsuccessful but PayPal charged my account anyway, despite me not receiving the game. I wanted to play the Beta immediately so I simply went back and purchased the game via Debit Card instead (which was successful, thankfully!). Will I be refunded for the original charge on my PayPal account, which was unsuccessful in terms of giving me access to the game? Really don't want to have to pay for the game twice but didn't want to wait for the issue to be resolved by Steam either because they do not offer phone or live chat support so I could have been left waiting days without FM16 if I did not act to buy the game with my Debit Card instead. I have sent a ticket to Steam Support but they have not responded - also notified PayPal in the Resolution Centre, explaining the circumstances (not blaming Steam, I'm sure it was just an honest, technical error - which I made clear as I don't want Steam or Football Manager to get into any trouble as I like both very much). I'm sure fellow FM addicts can understand my need to get the game as soon as possible. It's just something you can't wait for but apologies if I have caused any problems or inconvenience for the good people of SI, Football Manager, Sega or Steam. Any advice or guidance on how this will be resolved will be much appreciated. Thank you.
cris182
No one on here can really help with this, You do need to contact steam or Paypal regarding it. I would wait for steam to answer and see what they say!
daylight
You will have to wait on Steam support, this could take a while as they are quite slow. Do not do any sort of charge back though, this can cause real problems with Steam, they may end up locking your account until the matter is resolved. You will be best waiting on a reply from Steam, like I said though, this could take a while.

The slow responsiveness and lack of Live Chat/Phone Support from Steam was why I went back and bought the game again with my Debit Card - because I didn't want to wait several days before being able to play the game. Honestly, I am addicted to FM and have played it for over 20 years now in it's various guises. I wasn't meaning to cause problems for them or SI - just wanted to play the game and get my money back for the initial transaction they didn't recognise (I sent them screenshots of the PayPal transaction that was charged to my account, and the separate Steam error message for proof). I hope they don't interpret this as me causing trouble for Steam, certainly not my intention at all. Am just an ordinary guy who wanted to play FM. daylight
I'm sure it will get sorted out and you will get your money back. I have been a member of their forums(the old forums not the new terrible ones)for sometime and there are always people coming on to post that they did a chargeback for whatever reason and now their account is locked. Whenever a chargeback is done it seems Steam just locks the account until the matter is resolved. For the sake of you getting your FM 'fix' best leave it to Steam support and do nothing through Paypal.
HUNT3R
Don't worry, it isn't an issue that you opened the thread. Unfortunately, there's nothing anyone can do on this end. It's a PayPal/Steam thing.

I had already previously initiated a conversation with Steam via the Resolution Centre in PayPal so hope this isn't viewed negatively by them as I was just trying to get in contact with somebody to resolve the issue as quickly as possible. I'm certainly not looking to do a chargeback - would just like to talk to someone to explain what happened and hopefully have it sorted by friendly mutual agreement (I have screenshots saved to show what happened and have sent to Steam). The game (second successful purchase with Debit Card) is currently working (Beta version) so hopefully this continues to be the case. At the end of the day, I just love playing FM and want to continue with my enjoyment of the game but feel it's only fair that I am not disadvantaged financially due to an initial technical payments error. Hoping for a positive resolution.

If anyone has had similar experiences recently or in the past, would be grateful to know how it all turned out in the end. Cheers.
Administrators Neil Brock Posted October 30, 2015 Administrators Share Posted October 30, 2015 Just to reiterate what others have already said - this is a matter that has to be taken up with Steam directly. SI or Sega cannot help directly with this issue I'm afraid as we have no access to the payment system of Steam. Please do keep us updated as to how you get on.
