If you are trying to use those panels from FM14 in FM16 then they'll need editing the work fully with FM16 as some of the code will have changed. If you are still playing FM14 and some of the panels aren't showing, then I seem to remember one of the patches updated some ids and various mods needed updating to work with the patch, if this is the case have a look through some of the old fm14 threads as there should be instructions on how to fix it.
