The tablet version can't actually handle .fmf files as they depend on the Steam Workshop which tablet obviously doesn't have access to. However, your tactic in a save game on FM16/FMT16 on Steam will cross-save over within the save. You can also manually remake a tactic yourself on tablet to copy one if necessary.
