Team not getting familiar with tactics at all

I found this a little strange and was wondering if anyone else had experienced the same thing. Even though I played through pre-season, and am now 15 league matches into the season (with several cup matches as well) and even though i haven't really adjusted my tactic much at all from the start the familiarity is still all the way down at like 10-15% awkward where it starts. I've had match tactics team training on very high and always do tactics for match training as well.
