Outlining a font through styling not working?

The text.xml file under fonts, has a 'outlined' style i can't seem to get to work, when referering to it in a panel file, making sure the style in it is also set to 'outlined'.

Is there anyone who know:

1. How to get it to work obviously

2. How to change/choose the colour of the outline/stroke - only the thickness of it seems to appear in the code, which i have tried to increase with no effect, as it don't show at all.
