Changing "Youth Player Minimum Age" does not work (German Leagues) ?

Could not get it to work last year, this year neither ... The Box is located in the transfer tab of the nation rules. Should be pretty straight forward according to the box description ("the lowest age to generate new youth players in this nation"), yet it will not work. Tried it with all 3 of Override Rules/Edit Rules/Combine with Rules (in Code) as well ...

Any ideas ? Am i maybe missing another box somewhere ? Is it hard coded ? Is it a bug ?

EDIT: To be clear, i do not want to change the age at which players are allowed to play in the Bundesliga but the age of the Regens in the Youth Intake.

It works in my file, but I added the league from scratch. It takes usually until the next youth intake until younger players than 16 are generated.

By "next", do you mean Feb 2016 (which i tested) or 2017 ?

From scratch has too many pitfalls for a novice user like me i am afraid ...

Should start at Feb 2016. Which age did you set? I think it's not possible to set it younger than 14.

Can´t test it with the 2 existig German league files out there (that are likely built from scratch) as there i get a "Competition not set up yet for squad selection date on" error message when verifying them (and i need to verify them because i make that 1 damn change ...)

Try it with 17, if you don't want players younger than 16.

Can try that later, but setting it at 16 still results in 14 year olds, why would 17 be the solution ?

Have you got it working with the german league or with another btw ?
