First division has no international qualification spots, allthough country has.

I made the extinct country GDR playable, added leagues and teams and nation rules.

The qualification places tab shows that GDR has two international spots http://steamcommunity.com/profiles/76561198147175226/screenshot/544172647344666365

But none of the teams plays international and the first division has no qualification spots http://steamcommunity.com/profiles/76561198147175226/screenshot/544172647344670427

Could someone give me an advice what I have to do so that teams from GDR can qualify for Champions League or Europa League?
