U21 Manager not scheduling weekly friendlies

Playing in English lower leagues, I like to assign my U21 Manager to schedule weekly friendlies every week (seeing as there is no regular U21 fixture). This way I can help keep my fringe players match fit when there are no mid-week or cup matches to utilise them. As a bonus, they seem to usually get scheduled on the Sunday directly after the league matches on Saturday so I have a good idea who to make available for U21 or not.

Unfortunately, the U21 Manager seems to go AWOL every now and again and just forgets to set any U21 friendlies at all for a month or two. I've checked that I do have players assigned to the U21 squad and my U21 Manager is assigned to schedule them weekly regardless of other fixtures.
