Is there a way of adding more staff at the start of the game?

As the title asks my question i was wondering if there is a way of adding more staff to the game without the need of running more leagues, im fully aware of the advanced setup before starting a game but all that shows is players and seeing this just leads me to thinking that it just adds players, am i wrong and does this add staff too?

you can add staff before you start.

You can't add more staff, there is an option to ensure that key staff are assigned to clubs with vacancies but this is done by using unattached non-players from the database so the number of non-players remains unchanged.
