Prevent short gk distribution. Not working well enough?

I don't know what others are finding but certainly in my 4-2-3-1 formation i've been disappointed with how ineffective this has been. For me, ideally my Striker would be between the centre backs and wingers would push up onto the full backs leaving either risky passes from the goalkeeper, players taking the ball under pressure or the ball being hit long. I'm often frustrated (same with my team allowing short free kicks that i'd like to be able to stop) with my team allowing the opposition to play it short so easily.

Am i missing something or is this something to be improved in future fm's?

Possibly missing something, in the sense that if it worked exactly as you describe, then everyone would do it and almost all goalkeeper kicks would be belted down field. As it currently is, I agree it's a bit stand offish and could do with being more aggressive, but I can kind of see why it isn't a full on aggressive press.

I think it would be cool in future fm's if you could work on these kinda things in match preparations. Would quite enjoy having more time spent in setting up tactically for individual opponents and being able to instruct players how to position for these kinda moments and also for attacking set pieces. Can imagine it'd be quite difficult to implement though

Quite right, but I'm still frustrated by it like the OP is. Every time I see the opposing keeper take more than one touch of the ball at his feet and my attacker doesn't close him, I get peeved. I can also see why it isn't a 'full-on aggressive press' but feel that with this instruction the opposing goalkeeper should always feel more pressured with the ball at feet than he does at present.
