chopper99
Either that or do it manually. Trawl through all the U21/U19 teams of top clubs and nations and look for good players. Then scout any you like the look of.
Soccer Manager
At the start of each season, search for players with a maximum age of 17,18 or 19, and take off the "filter out unrealistic targets". Then scout as many as you want.
Nomis07
Do a search with age restrictions and then send your scouts to unmask attributes, then make up your own mind because your scouts judgement is useless.
glamdring
He didn't say he wanted good quality regens, just young ones - hence just filter by age and sign them without scouting

Then scout any you like the look of. I do exactly the same. To find the best ones, I try finding players who play above their age category. For example, if there's a 16 year old in the U20 squad (instead of U19 or U18) of a nation, then he probably has good potential. This is even more the case if the nation is a top football nation. I scout these players and then sign the ones that may turn out good (scout report & attributes).
