[1.1] Movement KHL -> NHL

I'm not fully recognized where exactly could be a problem but we have an issue with movement players from KHL to NHL. Seems that game sometimes allow players to move without Foreign Clause before ends his KHL contract. I posted screens from players already drafted to NHL and with no NHL rights. Zhafyarov and Leshchenko was drafted in draft 2016 but only on first game shows he can move NHL this season. Both don't have clause. With Prokhorkin game shows twice different things. Once he can move in current international window and also he can't.
