Poor player in position or quality player out of position?

What is considered the better option, play a sub standard player in his natural position or playing an excellent player outside of his natural position (e.g a RB at LB)?

Natural position's is used for the decision making stat, as long as they're competent or accomplished I'd go for the better player in general
