Removing transfer windows completely/limiting amounts of players bought

So i've been trying and failing to create a world in which transfer windows dont exist (for the bigger leagues at least) so that each club would have to rely on free transfers/academy products. I have failed. After that i tried to limit clubs to one transfer a season and i just dont understand why it isnt working.

First one is the advanced rules that i have set to various leagues and second image is of clubs blatantly not caring about my rules. Anyone have any experience of editing this?

The game is just not made for this kind of rules. You can lower the amount, make some restrictions, but in the end the transfer market is one of the most important parts of the game. And it is implemented in various parts, like transfer preferenses of nations, clubs, board, managers etc.

Alright but i should be able to limit the amount of players that a club can bring in right? I mean the menu in the first picture literally tells me so yet it didnt work. Did i enter something wrong? Are there more things in some other part of the editor that i need to use? Thanks in advance.

That's obviously a bug and you should be rised it in the editor bugs forums.
