Under 19s or 3rd team?

Managing Athletic - have a few good youth prospects that are currently in my under 19s. One in particular it says he is 'very well suited to second division b football'. My second team, Bilbao, is in the Liga adelante so he isn't good enough and I was wondering which team is better for him to progress in?

My under 19s are playing in the spanish under 19s group and Baskonia are playing in the Spanish third division group B. I dont know if it makes any difference but I can see the games that my under 19s are playing whereas Baskonia play games but under the radar. I know that obviously once they become a liga adelante talent to stick them in my second team but what about if they are just below that? The players I have in my under 19s are currently walking most games easily.
