B team managers do not have the authority to sell players, that's a role assumed by the senior team manager or director of football. Your job is to develop players for the senior team & if possible get promoted to the 2nd tier to improve the standard of your opposition.

Yes, you're employed to work for the benefit of the senior team with the benefit to you being able to work with players of a greater potential that you would if you were managing a senior team at the same level therefore you have a chance to build up your reputation & maybe even get a shot at the senior team if that job becomes available.

then why have I got a budget and a scout, assistant manager and coaches?

You have a budget because you can still sign players, be that future stars you will move to the senior squad or an older experienced hand to help a team that should be predominately made up of inexperienced youngsters, being able to hire coaches should speak for itself as they are the folk you help you develop the players in training.

Remember that Guardiola started out his managerial career as manager of Barcelona B & a few of the players he coached in that squad have gone on to have remarkable careers at club & international level, Luis Enrique also cut his teeth as manager of Barcelona B & Rafa Benitez started his career managing Real Madrid's B team
