Upgrading training facilities

I have been able to go from Vanarama South up to Championship League and have been looking at investing some of my profits into improving my facilities.

I was able to improve my Youth Facilities to rank 8, then again to rank 10 (using in game editor to see the values).  I also pushed my basic facilities to rank 10.

My question is whether or not there is a known restriction on why I cannot ask the board to upgrade my training facilities again, but I can still ask to upgrade my Youth Facilities?  I was curious if maybe I couldn't go beyond 10 yet for some reason, but Youth Facilities request went through fine.  It's a bit concerning as my main facilities are definitely the higher priority so I'm curious if I just need to wait (my previous upgrade went through on 4/11/2022 and it is now 23/11/2023).  I found an old thread that seemed to indicate that maybe there is a bug (he went on holiday and it came back, but actively playing until the same day didn't have it return).

I might try the holiday experiment myself but I am gone for the next week
