Coaching licences based on research

The title pretty much says it. I think coaching licences of staff in the database should be based on research rather than reputation.

Nowadays almost all the top tiers in Europe demand a Pro-licence from managers, but still it is a rather common occurance to see a manager in FM coach a top tier club with national A licence or even B or C. That happens especially in some of the smaller nations where managers have low reputation. The second tiers and even down from there also have requirements of how qualified a manager has to be in order to be allowed to manage in the league. I actually doubt that in real life any club that is playable in FM (without added leagues) has a manager with lower than Uefa B licence, or at least it's a very rare thing to happen.

On a side note, professional footballers who retire and start a coaching career are usually fast tracked to Uefa B-licence and they don't have to start getting the badges from the lowest ones, as in FM.
