Errors with replacing scottish league structure

I am trying to make a regionalized Scotland (with an end of year All-Scots Series). My rules verify in the editor, but whenever I try to fire up the actual game I get the error message "0 teams in Premiership, 12 required" and all the way down the leagues. I tried to remedy this by adding random amateur teams to the leagues that 'needed' more teams, but when I fired up the game, it ignored my new rules completely and loaded up the normal scottish system with these amateur teams in the leagues. Any fixes?
