Bug? min/max number of teams in a league

Hi,

I was trying to reproduce the Italian lower leagues, but I had some issues.

The Italian lower leagues are made by many groups dependent on geographical location. This issue is only partially solved using the regional boundaries.

Indeed, already from the second season, there is some strange distribution of the teams, with team from Sicily in Northern Italian groups or teams from Lombardy in Southern Italian groups. This is due to the fact that the teams promoted and relegated from/to the league are in different number for some local regions (e.g. 3 teams from Lombardy are promoted from the league and 4 teams from Lombardy are relegated to the league from the upper tier -> 1 extra team from Lombardy that the game will put in a random group since the "lombardy" group is already full).

To solve this, I've always used a variable number of teams (16-22) for these leagues instead of a fixed (18). But if I don't use a fixed number, the game doesn't understand these new variable limits, creating groups with less than the minimum number of teams allowed and therefore the game can't create the standings for that season. This issue happens only with the new FM17 editor and I never encountered in FM16.

Is it only me with this problem on the number of teams or is it a bug? Any help/suggestion?

I also believe that this could be a bug. I am having another issue which i think connected to this error. 

I consider myself an expert lower division modder cause i am making turkish super patch since 2012. They all included 8 levels with regional (12) and local lower divisions (159) with correct promotion&relegation in every season. 

But his year everything changed as i see. I am having an irritated "could not get stage settings for the first stage of ..." (which is the first division with minimum&maximum teams set) issue. What makes me think, this is the cause of the error is that i'm not having the issue if i try to verify divisions one-by-one instead of all at once. But this time i am having another reason says "same division could not finish in the season period" (something like that) and that makes me thing that teams assigned more than the maximum limits of the leagues, so season is not long enough fo many teams to scheduled. 

Later i will try to set the divisions with exact number of teams instead of minimum&maximum and i'll let you now.
