New nation problem

Ive tried to create a new nation using CIS as the template and then ive used CIS to over write malta. Ive been using all the advise i can from forum's and youtube etc, ive given all of malta, the people, cities, towns, clubs the new name of the nation then gone on to nation rules and added the new league structure i create but for some reason when trying to test the edit my work does seem to be in the game. I must be doing something wrong but not sure what. When starting the process of nation rules should i see the new name of my country in the drop down and if i dont should i be doing nation rules of the country im editing over in the drop down box at start of create nation rules. Im at a loss. I know its just one or two thing im doing wrong but what???lol.
