Creating a cup competition. Please help.

Hello people. 

I did post a week or two ago but no reply. 

I will explain again.

i have made my own league structure in England, apply new rules etc.. I've added all my teams 20 ( no relegation ) this works fine. 

What I need help with is the cup competition I want to add, what I want to do is like Mini champions league type group where only the first 16 team qualify and the bottom 4 don't, in a way they lose out on big amounts of money and cup glory. So it's like a relegation in other ways. I know how to set up the cup competition, but what I can't do is to tell the competition to make the first 16 team quality and the bottom 4 teams don't. I want 4 groups of 4 teams having the top 2 go through. 

What else I need to do is to make it seeded, like 1st 2nd 3rd 4th plus will be seed 1. 5th 6th 7th 8th seed 2 etc etc.

Sorry for the long request, but this is the only thing holding me back from starting my game, I haven't a clue how to do it.
