Italian non-EU signings

Hi all, I wonder if anybody can help me understand what's going on here.  I had 3 or more non-EU players in my squad at the end of the season, so I received the news message that I could sign one non-EU player that had played at least 5 international matches etc, and another if I sold a non-EU player from my squad, or loaned one out of the country.  So I have loaned three non-EU youngsters to foreign teams but am still unable to register my new signing, an uncapped Brazilian.  I have since sold another non-EU player (to a foreign team) and I am still unable to register my new man.

 

Now, as I'm typing this I realise that I had a Brexit happen over the summer, so my 19 year old Scottish goalkeeper suddenly became non-EU - has the game mistaken this for a new non-EU signing perhaps?  Should it have done so..?

 

My only other signing over the summer was a French player (so he's EU).

 

Is there something I'm missing here?  Thanks
