Basically a new short term contract with the goal that a player who is out of contract would join up with a lower league team, play competitive games then move on to someone else. For example, a player who was on the fringes of say Partick Thistle is released from his contract and spends the first few months of the season without a club. You would be the manager of a lower league team e.g. Queen's Park. You would approach the player with an offer saying you'll give him competitive game time and a place to train, for a short term deal to say Christmas and then he is free to move on. this way you get a short term boost by having a player of a higher calibre than you're used to, but also knowing that he's only there for a few months and he'll be off when he's fitter and a bigger club comes in for him I might not have explained this right, but in my head it's a good idea.
