Two sets of rules for UCL/Europa in 2018?

Opening up the advanced rules for both the UCL/Europa for 2018 pic.1

there are 2 different sets in operation one is normal eg the date 2018 pic.2

the second as per pic.3 says 2018 (2 EC qual stages)

this is the same for the Europa

@KUBI can you please shed some light on this please 

I am pretty au fait with my way round the old advanced rules and have seen something similar with nation rules for comps that are changing rules in the future etc
