By that I mean that you have youth scouts who scout potential young players for your youth team. How that works is like this: 1. You assign a youth scout to a nation, region or a city. The population determines how long it takes for the scouting to be finished and the reputation of the teams in that region determines the youths current and potential abilities. 2. Once the scouting is finished the scout returns with a list of u15 players to who you can offer youth contracts.
