Editing MLS Rules

(FWIW I'm playing FM17 & trying to make a CAT in-game)

I want to edit MLS rules so I can simplify finances (eliminate salary cap and Designated Players) and increase the number of foreign players on a roster.

Main question: How to Increase Salary Cap & Foreign Players Limit

I know the workflow when you get to Advanced Rules is

"USA->Match Rules->Rules 0->Squad Selection Rules->Foreign players in match/Annual Salary"

but I don't know what the values and criteria should be. 

Bonus Question: How do I get rid of DPs?
