Secondary Divisions Not Showing

I am trying to set up a semi-fictional world set up starting in American Samoa. I have created the American Samoan league system which is working well and set up properly, but alongside that there is an All-Samoa league system in the American Samoan secondary divisions section.

There is 48 teams split into 4 leagues, and the top 2 leagues are set up and work properly with pro/rel etc. but the bottom two leagues don't activate/load in-game. Everything else loads (A. Samoan league, cup, All-Samoa Cup) but these two leagues are stumping me.

Any suggestions on a solution?

I've checked the forums and it seems that in FM17 there was an issue whereby if you had more secondary divisions than primary divisions the game will only load the same number of secondary divisions, in this case only the Premier and First Divisions because I only have 2 domestic primary leagues. I take it this is still the case in FM18?
