Need option to delay signing of staff member

My chief scout was taken by another club.

I offered one of my regular scouts the role of chief scout (call him Mr X). In the meantime, I offered an outside scout the job of regular scout, to replace Mr Xs role. Lets call the outside scout Mr Y.

Problem is, Mr Y confirms he wants the job quicker than Mr X. So I end up having to cancel Mr Ys offer, losing him because Im waiting for Mr X to confirm and vacate the regular scout slot.

What I want to do is tell Mr Y to delay taking the role, to give time to Mr X to transition from regular scout to chief scout.
