We're not talking about a player being born here. We're talking about 15/16 year olds. Players in FM often don't reach their full potential and FM does produce newgens who develop early and also the late bloomers you mention.

The AI doesn't do anything based on the actual CA or PA though. Just what the staff in-game estimate it to be. The player's ability is influenced by the situations - his consistency, big matches, pressure etc all play a part in his actual ability, regardless of CA or PA.
