The correct teams not qualifying for custom competition in 2nd season

I’m trying to create a competition whereby the winners of Europe’s top 8 nations 2nd divisions are split into 2 groups of 4, followed by a SF and Final. I simmed a season to test it out and in the 2nd season the same 8 teams were entered into the competition. This shouldn’t be possible as they were in their countries top division the previous season and therefore ineligible to qualify for the competition the next season.

 

in the Editor, I created the competition, gave it a name etc. Then under the Continental Rules sections Qualification System I added Europe’s top 8 nations (based on reputation) via the Nations Tab. After that I clicked on the Teams tab and I told it to allow the last winner of the Championship, Serie B and so on to be entered into my new competition. 

But as I said the same teams were entered into it the following season. What am I doing wrong?
